Minutes of Committee Meeting

Saturday,   5th February, 2011

Vaughan Residence

The meeting opened at 3 pm.

Attendees:                         M.Weiner, P. Purvis, E. Dusseldorp, M. Vaughan, J. Jobson, M. Adler, B. Mahler-Mills. Also, L. Stevens and A. Yuille.

Minutes of last meeting (16th October) were approved. Proposed: P. Purvis; Seconded; M. Weiner.

Correspondence In:

1.      Pasadena DA
Letter of response to WPCA objection received from the Council’s law firm (Mallesons Stephen Jaques). Land and Environment hearing was held in November. Await the outcome.

2.      Pedestrian Safety at Church Point
Letter of response to WPCA’s latest submission on this issue; restating that RTA has sole authority re speed limits and pedestrian zones. The letter also stated that a pedestrian refuge is included in the Church Point POM when improvements are made to the bus stop sites. Paul Purvis to determine when this might be. He will also contact Ian White about tabling the issue with the Transport Committee.

3.      Dinghy/Kayak Storage in Church Point Reserve
As part of the works outlined in the POM “and following complaints from local (onshore?) residents”, Council is proposing construction of storage areas at various sites in the Church Point Reserve. M. Weiner to provide a copy of plans to B. Mahler-Mills for community distribution.

Issues Arising from Action Table:

1.      Church Point Car Parking
Where are ‘we’ with revenue raising? What is profile of resident uptake of new  stickers?
Meeting with Mark Eriksson and Bill Gye to be initiated by M. Weiner. MOU still to             be written.

    2.   Track Maintenance

Elvina Bay ‘potholes’ have not been fixed. M. Weiner to speak to Roy Atkins about Fire Service priorities.

    3.   Perspective Publication

Update from Lisa Atkins. E. Dusseldorp to contact. Michelle Weiner offers to do illustrations. To contact Lisa direct.

New Business:

1.      M. Doherty per J. Jobson tabled article from January issue of Pittwater Life promoting off-shore destinations linked to the Ferry service. While recognizing the owner’s need to market ferry destinations for tourists, it was pointed out and discussed that the article does not warn about a lack of public amenities (i.e. Toilet facilities, drinking water, shops) and/or caution about ‘privacy’ for residents. Lack of track route signage may be a safety issue for tourists. 
It was suggested that Simon/Penny be encouraged to provide such information in ferry brochures and on the website.

    2.    Jetty Tax: Letter from Waterfront Action Group outlining key issues. Emphasis is on Sydney Harbour lessees. L. Stevens suggested that Rob Stokes be reminded that off-shore jetty users are an anomaly. His support for our particular needs should be clarified before the upcoming election. M. Weiner to contact Rob Stokes to seek his public (not just private) commitment.

            A rally, by the Hawkesbury River off-shore group at Berowra and inviting local State govt. candidates, is proposed before the election. L. Stevens to keep the off-shore community informed.

            WPCA to donate $100 to the WAG costs of on-going legal services. Proposed; M. Weiner. Seconded: P. Purvis. Action: M. Vaughan.

2.      L. Stevens tabled a copy of the Pittwater 2020 Strategy Plan which includes a sustainability plan for off-shore communities. WPCA proposes a sustainability work group (in cooperation with SIRA) to prepare an off-shore response. First step being an informal ‘coffee’ morning with interested Scotland Island residents on Sunday (tomorrow). Committee members to attend if possible.

General Information:

Ongoing off-shore involvement with Council supported planning groups; Paul Purvis is a member of the Community Recreation and Economic Development Reference Group. Leslie Stevens is on the Planning An Integrated Built Environment Group. Alan Yuille is involved with the Natural Areas Management Group. Alan has also been appointed to the Pittwater Environmental Association.

WPCA Annual General Meeting to be held on March 20th, 2011 at 11am.

M. Weiner to invite Rob Stokes, Mark Eriksson, Ian White and Bill Gye; and to prepare The President’s Report.

P. Purvis to present a report on the workings of the CRED Group.

Other agenda items to be decided.

E. Dusseldorp to produce multiple copies of the last AGM minutes; check the agenda of last AGM and prepare meeting notice for display in wharf sheds.

All Committee members to encourage neighbors and friends to attend.

There being no further business, the meeting closed at 4.50 pm.

Post Script: M. Weiner, E. Dusseldorp, A. Yuille and L. Stevens attended the informal coffee morning on Scotland Island on Feb 6th. Most discussion focused on the potential for Community Garden Projects on the Island and the Western Shores. Identification of potential sites on Council owned land; Exploring sustainability grants; Likelihood of community effort.

Alan Yuille offered to write a preliminary report of these (informal) discussions to be published on Bay News. Check it out.
